CAD21 are delivering the detailed technical design services for the new West Division Operating Centre for the Lancashire Constabulary in Blackpool. The scheme consists of a main three storey administration block, single storey CSI department and single storey four wing custody area and support spaces.

Key Challenges:

• NR25 interview rooms represent a significant challenge in terms of acoustic treatment and coordination and have necessitated carefully detailed remote FCU approach that was first developed on the Barnsley project.
• Cost plan pressure required reworking of the performance design concepts to deliver lower first cost solutions that still responded to strict sustainability aspirations.

The energy efficient and sustainable technologies used included high efficiency air sourced heat pumps (ASHP) operating at reduced flow and return temperatures to provide underfloor heating in the main atrium, showers and canteen. Also installed were high efficiency VRF heating and cooling systems in administrative areas, high efficiency plate heat exchangers on all AHU plants, lighting and automatic controls throughout, and PV panels on the admin building’s roof.

The design innovation included rationalised smoke exhaust approach in cells that complies with the intent of the Home Office guidance whilst facilitating significant reductions in ductwork fire rating and smoke exhaust volumes, complex generator coordination given that the entire facility is backed up and an electric only building.
